Why do we have two copies of the file that even _can_ get out of date?
Actually, three:

src/etc/namedb/bind.keys
src/external/mpl/bind/dist/bind.keys
src/external/mpl/bind/include/bind.keys.h

Can we just have one copy, the one under dist/, derive the others at
build-time from it, and delete the extra maintenance burden now listed
in doc/3RDPARTY?  The approach we have now seems like asking for
trouble every time.
