You can create an account on their website here:

Just provide an email address and a password and it will create an account. You
should be able to create an account anonymously.

Bountysource is being used by IBM, so unless you mistrust IBM, I don't think
there is a reason to consider Bountysource a scam:

Also, we have successfully used Bountysource for the same GCC efforts for m68k:

I have independently talked to the developer and he confirmed to me that he
received the bounty.
