If you’re able to boot with a keyboard + display, then at least one of the UARTs is working properly.

I would be very surprised if the output drivers were toast, but if they are, they’re separate from the 85c30 UARTs (which just have TTL-compatible outputs).  I’ve often wondered why some enterprising hardware hacker hasn’t published a mod for these old workstations that remove the RS232 drivers and replace them with a FTDI chip so you can just hook up a USB cable to whatever you want to use as the serial console device :-)
