Note that on most of the powerpc ports that use PCI_NETBSD_CONFIGURE we skip configuring any and all VGA devices. Many of them don't like to be configured
like that.  If you need access to the BARs, you can try turning that
configuration on in ibmnws_pci_conf_hook().

If thats really a pnozz(P9100) in there, you could probably make a pnozz_pci
framebuffer driver for it based on the sparc one.

IIRC the ibmnws has some S3 chip on the mainboard. The pnozz at sbus driver is special since it contains additional voodoo specific to Tadpole's implementation in the sparcbook 3 series - the framebuffer reads prior to register accesses are unnecessary on other machines but they shouldn't hurt either and turning them into a macro which can be empty on other arches is trivial.
Didn't some IBM prep or chrp boxes ship with P9100 cards?
