The only relevant looking things in the Internet Archive I've found are:
https://web.archive.org/web/20140831123523/http://ftp.netbsd.org/pub/NetBSD/misc/kiyohara/epoc32/euhal/euhal.exe
https://web.archive.org/web/20150928170437/http://ftp.netbsd.org/pub/NetBSD/misc/kiyohara/epoc32/cross-psion.tar.gz
The cross-psion tools are mentioned in
https://mail-index.netbsd.org/pkgsrc-users/2013/04/21/msg017973.html
as needed to build e32boot.
The euhal.exe is mentioned in
https://mail-index.netbsd.org/current-users/2012/08/08/msg020815.html
At least euhal.exe is a Psion Series 5 executable according to file,
no idea if that stuff is of any help.
Kind regards,
Alex.
