Ok, the answer appears to be "the GPT flavored one doesn't work; the RPI firmware that is supposedly OK with booting from ESP doesn't actually like booting from ESP".

Also, changing the boot order in UEFI doesn't appear to stick.  I had to delete the PXE / HTTP boot options.

Now, on to getting USB boot (off my 1TB SSD) working.
