Next step:
  rsync dtb/ and *.dtb
  rsync config.txt as well (should have done this earlier maybe??)
  put kernel7.img in place
  reboot

next step:
  unpack userland and merge etc (just like any other netbsd system)
  reboot

all of this worked and I have a RPI3 running netbsd-9.
