I got a new 3B+ device and trying the NetBSD 8 armv7 image [1] as I am ok
with 32 bit OS. [Also I had issues with compiling some packages with 8.99,
hence prefer 8.0.]

Is this the right image to use? I am getting lightening bolt and it's not
going beyond splash screen.

Tried a 3.4A adapter, tried using a better quality USB cable as well.

Some pages[2] indicate that to be a firmware upgrade issue. Trying out
raspbian while I await guidance from the list on this issue.
