Try to add:
CFLAGS+=-m68060
or even
CFLAGS+=-O2 -m68060

To simply rebuild only gnu stuff, do:
cd /usr/src/gnu
make includes
cd lib
make dependall && make install
cd ..
make dependall && make install
if you want to rebuild the whole binaries, do:
cd /usr/src
make build
If you do not want the Makefile to clean your sources before you start
building, do:
make build UPDATE=
You'll probably need to rebuild your kernel before compiling binaries.
