It does, but NetBSD doesn't always use it for bus_space access.
See src/sys/arch/alpha/pci/cia.c for details.

On my XP1000, xorg says:
(--) Machine type has 8/16 bit access
on my PWS500 it says:
(--) Machine needs sparse mapping

on truly non-BWX AXPs, no. But the non-BWX code has been used on my PWS500.
