Review request: update www/privoxy to 4.2.0

Hi,

I've updated www/privoxy to the latest version, 4.2.0. The proposed 
update is available in wip/privoxy.

The current version in pkgsrc is 3.0.29, which is about six years old. 
Since then, Privoxy has received quite a few bug fixes and new features.

The updated package is mostly based on the current www/privoxy package, 
with a few small fixes, such as correcting the path to the Perl 
interpreter in the scripts.

There is one thing I changed, though: the way templates are installed. 
My understanding is that files in EGDIR shouldn't be modified by the 
user, while files in PKG_SYSCONFDIR shouldn't be overwritten during an 
update. Templates, however, are meant to be customized by the user.

So I changed the current behavior: instead of creating symlinks, the 
templates are now copied to PKG_SYSCONFDIR.

Could someone please take a look at the update and review it?
