I am pretty sure the change happened before asterisk 13.  I dimly
rememember noticing the path issues, but I am using the builtin en
sounds.

asterisk 13 was EOL on 2021-10-24, per DESCR, so you should upgrade.
But I don't think that will change anything about sound file location.
Sounds in asterisk 16 are for example

  /usr/pkg/libdata/asterisk/sounds/en/digits/1.gsm

It also seems that asterisk-sounds-de-x9media-20060714 is woefully out
of date, having reached its 16th birthday.  It has a bad HOMEPAGE and an
unfetchable distfile.  Lacking a LICENSE, it is irregular to not have
NO_*_ON_*/RESTRICTED.  So it looks like it would be good to find out
within the asterisk.de community where one should be getting de sounds
today and have a package for that.

In the meantime, the package has a hand-written do-install that copies
things, and it appears to be fairly simple to rewrite it to put things
where they now belong.  That might just be putting digits where they
need to be separately from the rest.
