Officially, Github issues and PRs are not supported. Informally, a few
of us watch the repo and act on incoming requests.

The official way to submit patches is through gnats (send-pr on the
command line or http://www.netbsd.org/cgi-bin/sendpr.cgi?gndb=netbsd),
with the "pkg" category. If you have a completely new package, the
easiest way to get it in is to apply for access to pkgsrc-wip (which
is granted easily), then submit it there. You can ask for a review and
import on the mailing list.

I think pkgsrc-bugs in particular is not a good mailing list to use,
since it does not have many humans. It is just the default Cc for bugs
in the "pkg" category. Prefer pkgsrc-users@ or tech-pkg@.
