I missed "Invalid transform rule: l: termcap" in the
config.log.  It's a known issue[0][1], replacing

.include "../../mk/termcap.buildlink3.mk"

with

.include "../../mk/curses.buildlink3.mk"

solved the issue for devel/gettext-tools and
devel/readline, but now lang/python27 has the same
error, and it doesn't have the termcap include line
in the Makefile.  Python's README has a notion
regarding termcap on FreeBSD, suggesting to replace
it with curses.
