Sure enough.  Both "mk/gnu-config/config.{guess,sub}" had lost their
execute mode during the CVS update.  Or possibly earlier?  The files
were dated 1-Dec-2017.  I don't recall doing any sweeping removal of
execute modes on pkgsrc.  They certainly worked for pkgsrc-2018Q1.

In any case, I nuked them and updated and they were restored with execute
mode enabled.  "autoconf" then built normally.

The i386 system was using their own local copy of pkgsrc.  The sparc
system was using the same pkgsrc tree as the amd64 systems, but had
updated "help2man" and "autoconf" prior to the update to pkgsrc-HEAD.
