NPM should be excluded from this conversation, it is deliberately
designed to be completely different to the other language package
managers, and completely antithetical to system package managers.

Nobody should be proposing that we start packaging NPM packages,
except in the rare case where we want to provide some utilities, and
even then it should be done carefully (for example, take into
consideration future work to allow multiple nodejs packages to
co-exist).
