On a netbsd-8/amd64 system without any TeX system installed, "sane-backends"
1.0.27 from pkgrcs-HEAD (pre-pkgsrc-2018Q1) builds without problems.
So, perhaps the decision whether to build TeX documentation is based on
something other than the availability of 'latex' as appears to have been
the case in the past?
