Build fails: "sane-backends", "libggi", "libgii" on netbsd-8/amd64

My netbsd-8/amd64 test system finally completed 'pkg_rolling-replace'
with several exclusions due to package failures seen in previous
attempts.

Also seen on -current/amd64. Both systems use GCC (5.5, 6.4, respectively)
rather than 'clang' as the most-frequent -current bulk builds do.

Other than "libgphoto2" and "audacity" (whose failures are reflected in
bulk-build logs), the following packages fail:

"graphics/sane-backends" fails during the build phase with:

[...]
Generating index for sane.tex...

Makefile:965: recipe for target 'sane.ind' failed
gmake[1]: *** [sane.ind] Error 127
gmake[1]: Leaving directory '/d0/build/pkgsrc/graphics/sane-backends/work/sane-backends-1.0.27/doc'

gmake: *** [all-recursive] Error 1

make[1]: stopped in /d0/nbsd/pkgsrc/graphics/sane-backends
*** Error code 1

make: stopped in /d0/nbsd/pkgsrc/graphics/sane-backends

I haven't investigated yet, but perhaps a Makefile got botched?

"graphics/libggi" fails during the configure phase with:

[...]
checking for fork... yes
checking for kill... yes
checking for giiInit in -lgii... no
configure: error: LibGII is not properly installed on the system.
You need LibGII for building LibGGI. Please compile
                LibGII first.

make[1]: stopped in /d0/nbsd/pkgsrc/graphics/libggi

Not investigated yet, but in a related move, attempting to (re-)build
"graphics/libgii" fails during the build phase with:

I think I saw something about some "*dga*" mishandling in another thread.
More "xorgproto"/"x11-links" fallout?
