That's the answer.  'freetype-config' was stale.  Specifically, it
contained lines like:

  libs=%LIBS_CONFIG%
  staticlibs=%STATICLIBS_CONFIG%

Deleteing it from OBJDIR and DESTDIR and rebuilding causes it to contain
and report reasonable values.
