There is an issue for that upstream https://github.com/protocolbuffers/protobuf/issues/26383

Protobuf requires C++17, so let's don't bump USE_CXX_FEATURES to c++23.

Can you try to set GCC_REQD=14 (or 13) in the Makefile and try again? Of course, that will pull lang/gcc14.
