The liboqs-0.15.0 archive is 30MB larger than liboqs-0.14.0, LLM says:
liboqs is especially sensitive to this because it is a cryptographic *algorithm
zoo* rather than a small utility library, so each release can pull in
substantial new reference code, optimized implementations, and testing
assets...
