No, I expect this is because you ran the build twice (due to the below problem) so it had already deleted XDvi.
Correct, my bad. The package builds now for me.
Yes, if texconfig was actually working as intended here, then adding the dependency would be correct, but its currently broken (and has been for a while) so is doing nothing, so I've commented it out (until its fixed).
Which also removed kpsepath and some other tools. I just noticed that "print/auctex" does not configure any more, because it uses kpsepath to figure out the TeX root. I'm not sure if adding the dependency here is the correct solution...
