 No, I expect this is because you ran the build twice (due to the below
 problem) so it had already deleted XDvi.

 Yes, if texconfig was actually working as intended here, then adding the
 dependency would be correct, but its currently broken (and has been for
 a while) so is doing nothing, so I've commented it out (until its fixed).
