You are right, texlive is not completely packaged.
We are aware of that and it is documented by comments in the various meta packages
For this reason, this PR does not make sense.

Feel free to request particular packages that you need for your documents,
or even better, provide packages for them -- tex packages are quite easy to create
using existing ones and modifying them.
