Since pkgsrc-2013Q2 (firefox-22.x), and continuing to -HEAD
(pre-pkgsrc-2013Q3, firefox-24.0) firefox fails to honor the
"show my windows and tabs from last time" preference--treating it the
same as "show my home page".

The exception appears to be that the first time a different version of
firefox (newer or older) is run, any tabs open when the previous session
was closed WILL be restored.  Those tabs are NOT restored on subsequent
Quit/Restart.

Also observed on NetBSD/amd64-6.1_STABLE and NetBSD/i386-5.2_STABLE.
(It appears after several iterations of opening tabs and quitting
firefox, the NetBSD/i386-5.2_STABLE version of firefox-24.0 began
restoring tabs, but additional trials are needed.)
>How-To-Repeat:
Launch firefox-22.x, -23.01nb1, or -24.0.

Edit Preferences.  In the "General" preferences tab, select

  "Show my windows and tabs from last time"

For completeness, select suitable URL(s) for the Home Page option.

Close preferences.

Open several tabs as desired.

Quit firefox via menu/hotkey.

Re-launch firefox.

Observe home page URL(s) only displayed, rather than previous session's
tabs.

Observe preferences still say "Show my windows and tabs from last time".

Open several tabs as desired and Quit firefox.

Remove the firefox package.

Install a different version of firefox, older or newer as available.
(-22.x, -23.x, -24.0)

Launch firefox.

Observe tabs from previous session restored.

Quit and re-launch firefox.

Observe home page URL(s) displayed instead of previous session's tabs.
