 Thank you for providing such a detailed list of suggestions that I
 will certainly test shortly, for this problem happens quite frequently
 to me for some reason.  I only had the sledgehammer of pkg_deleting
 the offending package plus recursively all that depended on it, which
 appears to have at least enabled me to eventually reinstall the full
 kde4 on NetBSD.  I am awaiting the fix for gettext-lib to apply your
 suggestions to updating kde4 on DragonFly.
