Ok. I reproduced the problem.
If I bootstrap using --prefix /usr/local/pkg/. I see the problem, but
if I bootstrap using --prefix /usr/local/pkg I do not.
Is there some reason you need the /. at the end of prefix?
I also tried using pkgsrc current, and there, things break even sooner
using that /usr/local/pkg/. prefix (perl fails to install).
