   | make bug was fixed and pulled up.

There has not been an updated release of NetBSD 4 - the bug is still
present in the most up to date released version, simply being fixed in the
CVS repository isn't good enough for other software (like pkgsrc) to
 be able to ignore it.

If the problem was with any other OS (linux, Darwin, Solaris, ...) we
wouldn't even consider a similar approach, it is only because of the
close relationship between NetBSD and pkgsrc that pkgsrc sometimes
believes that a pkgsrc problem (which is what this is, even though it is
caused by an OS bug) can be fixed by requiring an update of the OS.

We need a way in general to cope with deficiencies in the host tools,
most of the time we do that by simply requiring that we install and
use a pkgsrc provided version of a tool that (on some OS's perhaps) is
ineffective - either as part of the bootstrap if the host tool problem
is catastrophic, or as a dependency if it only affects a few packages.

Just because the problem happens to be make, and not lex or whatever.
 shouldn't make a difference.

Please re-open this PR until the problem is really fixed.

[Aside: even if a new release of NetBSD 4 were made, with the fix in it,
pkgsrc is still supposed to work on NetBSD 4.0 , and the fix will *never*
 be in that version.]
