 So I commented out and used startxfce4 instead. That started up more 
 background tasks but the few icons are still missing. I already reported a 
 bug for that: http://bugzilla.xfce.org/show_bug.cgi?id=5117  (I don't 
 think the followup question there was to me.)

 xfsettingsd does make it so the icons now work on the desktop (but not on 
 the taskbar).
