 See the discussion about FETCH_USING on tech-pkg. You are explicitly
 telling pkgsrc that you don't want to build tnftp against the system
 curses. So tnftp has to depend on curses. Now this needs a tool to
 fetch, so go back to tnftp and bail out as it detects a cyclic
 dependency.
 
 You only didn't see that before as tnftp was implicitly built with the
 default settings (to use the system curses/termcap). Note that the
 problem *did* exist before if the platform had neither termcap nor tinfo
 nor curses.
