 The subversion and git are completely development tools, then should be put in 
devel first.
 In, DESCR, it is mentioned that the package is a meta-package.
 Pkgsrc users should not find packages just by name, should also read COMMENT 
and/or DESCR.
 
 If a user find a package trying to install just by its name, a git user 
probably try to install misc/git first.
 If the subversion package is in meta-package, then a subversion user may find 
meta-package/subversion first,
 and not notice other subversion-* package.  Now, subversion and 
subversion-base is both in devel,
 we can find subversion-bsae in the neighborhood of subversion.
