It depends on your carrier. In the US, AT&T and VZ are discontinuing
this.
Overall I lean to using Conversations on Android or Monal on iOS, an
xmpp server, and net/py-xmpppy to send. But that's a lot of setup.
See also ntfy, which I think can do the phone part, and is callable with
wget/curl.
You can also just email.
