Not sure what you mean by KVM.  Are you referring to the old-school VGA and PS/2 switches and by extension, some Baseboard Management Controllers (BMC) which offer similar functionality out-of-the-box?

If that's what you mean then yes, netbsd ships with the cu utility which is quite a nice serial console client.  To me, all that matters for a decent server is that it offers serial output at all level.  If the BIOS or EFI doesn't, having a boot-loader + kernel output + tty on serial does the trick anyhow.
