RPI 1 and Netbsd 9.1

I have an RPI1 running Netbsd 8.1. I tried to install release 9.1 usingthe earmv6hf install image. After the installer starts to create thefilesystems I get


Command Failed
/sbin/newfs_msdos /dev/rlb0d

and

execvp /sbin/newfs_msdos
No such file or directory.

Does anyone have an idea what is wrong?
