It means that when your /etc/npf.conf is loaded, wm0 has no address
assigned to it. Could it be e.g., that wm0 isn't getting a response
to a dhcp request or something?

(I just reproduced this on a laptop that is connected to wireless, so
has no addresses assigned to the wired wm0.)
