If you have fc-cache, you probably have fontconfig.

I just copy TTF files to my personal ~/.fonts/ directory/

Your fonts.conf probably has the default definition:
        <dir>~/.fonts</dir>
If you don't want it for only your use, but for system wide, see the 
other <dir> entries in your fonts.conf.
