I am curious: please share some examples of programs that send mail via 
SMTP over TCP.

I have been using my own sendmail-replacement (called mailout) for ten 
years for several of my main systems. It sends mail out and doesn't 
listen. I think in most cases (at least in my experiences), a listening 
SMTP network server is not needed.
