Yes and no. Everything depends on the firmware.

We make no explicit decisions based on the status of the AC adapter. If the
fan works when not running on batteries, this is likely something imposed by
the firmware.

Is this a regression? 

In any case, please file a bug report and attach the acpidump(8) output to it.
