I think that is a good idea.

To get more specific:

Right now pkg_rolling_replace runs pkg_chk to find packages needing a
rebuild, so instead we could have

  pkg_chk -[some-new-option]

add a "mismatch=YES" to packages taht are mismatched, and have
pkg_rolling-replace -u look at that instead of running pkg_chk -uq and
parsing it.
