Why does the system impose this on the user?  Why not remove the file
automatically as part of the boot process?  

I assume the presence of /etc/ptmp is an artifact of an incomplete process
(perhaps an abrupt shutdown).  But unless information can be salvaged from
it, ISTM it might as well be removed so the system can behave normally.
