Well, I never really solved this problem: I'm just sending this so there is some closure. I tried running lintpkgsrc -u and it updated some things, then I remade apache: same result. I ran pkg_admin rebuild, and I think I tried a binary install using pkg_add: no improvement, as I remember, although I'm a little unsure of exactly what happened there.
I reinstalled NetBSD 4.0, in place, which left all the pkgsrc stuff, but
no improvement. Finally I just wiped the disk, installed NetBSD 4.0, rebuilt apache from pkgsrc (sometimes I have a hard time getting good response from the binary files server), and now, as the message says:
"It works!".
It's like tearing down the house and rebuilding it because you can't find the noise in the attic, but with computers, that's feasible.
