 I don't agree.  Do you really want to end up mirroring external bug
 databases in gnats?  If so, there are many, many more tickets in atf's bug
 tracker that you should refill in gnats.  Do we do the same for any other
 3rd party software component in base?
 
 Itt's reasonable for users to file bugs against NetBSD for 3rd party
 components, but as soon as we know that such bugs affect upstream, we should
 redirect the ticket to them and be done with it.  Unless we want to fix it
 ourselves in the tree with a custom patch, in which case the ticket should
 remain open.
