State-Changed-Why:

Is this still a problem, given:
 - NetBSD-current doesn't have that bsd.kmod.mk any more
 - Even older versions of NetBSD with bsd.kmod.mk .include bsd.init.mk
which pulls in bsd.own.mk which should provide the fallback
definition of MKUPDATE, thus making your expanded test unnecessary
?
