It's possible that Fn+F4 is actually wired to a hotkey device in the ACPI tree. Do you have a copy of your DSDT handy?

It is available in PR/37755.

One problem I since noticed with suspend+resume is that keyboard and
mouse often behave erratically on resume in X. Keyboard is usually
at least partially dead, while mouse seems to think that left button
is pressed when I first move it.

But even if kbd seems more or less dead for X, console switch keys
have always worked, and going to console and back restores both mouse
and keyboard back to usable state in X.

Keyboard is

pckbc1 at acpi0 (PS2K, PNP0303): kbd port
pckbd0 at pckbc1 (kbd slot)
wskbd0 at pckbd0: console keyboard

and mouse is

pms0 at pckbc1 (aux slot)
pckbc1: using irq 12 for aux slot
wsmouse0 at pms0 mux 0
