Most Linux distrubutions seem to use xinetd
(https://github.com/xinetd-org/xinetd).  If you're looking at
per-service configuration files, you might want to consider what xinetd
does right and wrong.  For that matter, if that's the goal, why not
adapt that implementation? I have no experience with the code, and no
opinion, but someone's bound to ask.
