No one has touched those skel files since 4.4BSD Lite2 import,
because there are few users who use adduser(8)?

Have you ever used adduser(8) (which actually pulls the skel files)?

As I wrote my first post, I'm suggesting to remove all aliases
in skel/dot.cshrc.  What's the problem?

See subject.  You are now talking about extreme "all or nothing" method.
