Why are, let's say bind or postfix, so essential to be part of base?

Because the majority of people find such software useful.  And also,
because it makes sense to ship such programs as part of the consistent
set of tools offered by the system.  If you install NetBSD 6.0, you
could claim that tools X, Y, Z are part of the base system and as
such are "first-class" citizens in the OS.

* I personally see the point, but I am just applying the original
argument.
