I'm not saying that we won't end up someplace like that again; we can
likely find an approach that makes almost everyone adequately satisfied
(and your recent note seems headed in that direction).

The point is that controversial changes that aren't the result of a
discussion shouldn't happen, and that as a fundamental approach to
working together we need to undo them so that the discussion of what to
do is based on where we were before.

Your change doesn't adjust to reality; it makes prescriptive changes.
Had it merely said that USE_LANGUAGES of e.g. c++17 doesn't currently
ensure that a compiler that will compile c++17 will be used, and that
the current workaround for this is to set GCC_REQD, that would have been
fine.  It goes further, and says that specific versions should not be in
USE_LANGUAGES, and that's the controversial part.
