Not changed, just fixed, and natural behaviour.
It is the default behavior with USE_DESTDIR=no, originally (before staged installation
support).

At the time staged installation support was introduced, behavior of "make install"
was current "make stage-install", so "make package-install" was only way to install
packages and DEPENDS_TARGET had to always be "package-install".
