Yes.  But, adding ${RUBY_PKGPREFIX} has another aspect that multiple
binary packages could easily coexist.  (So, I prefer to prefix for
myself.)

These might be depends on lang/ruby or ruby{18,19}-base with 
PKG_ALTERNATIVES.
